This is a pretty basic question. I'm looking through some of the OWoD books and I notice they rate a lot of gifts as levels 1-5. How to those correlate to Basic - Advanced gifts?

Is it as follows?

Basic - Level 1 & 2
Intermediated - Level 3 & 4
Advanced - Level 5
